okay there are two things
First, America uses the NTSC broadcast standard, while Europe uses PAL. A lot of DVD players sold in America can automagically convert PAL signals to NTSC, so that your NTSC tv will have no problems playing it (it maybe a little off, but you probably won't notice anything). You may want to check your DVD player's manual or a site like www.dvdrhelp.com and search the listings for your player. If you get a rolling? black and white image, they your DVD player probably doesn't speak PAL.
The second thing is if the DVDs you are buying are Region coded, which is just an artificial tag DVD makers put on DVDs so they can control where they are sold and make more $$$. If the Charmed DVDs you are buying are Region coded for Europe, then it won't play in your DVD player (unless your DVD player is also region coded for Europe or you have a region free DVD player, which is technically illegal. Of course the Charmed DVDs may be coded as region free, meaning they'll play anywhere, but you'll have to check yourself, cause I don't know where or who you are buying them from.

No. The UK used a different type of DVD that requires a DVD bought from the UK to play them.

I have heard that they will not work in US players. I have the same problem. There's this certain movie that I want and I can only find it in the PAL format.
