if you are not the rightful owner of the vehicle, there are laws that protect the owner against invasion of privacy.
given a VIN# you may be able to find out who the vehicle is registered to , or titled to. But a landholder is a bank or lender, that holds the title until the loan is fulfilled. DMV is not to divulge that info, that would be an invasion of privacy to divulge financial info.

You can't if the vehicle is not yours. If you are buying one, then ask to see the title. If the seller can't produce the title, then don't give him/her any money until they do. The lienholder (usually an auto finance company, bank or credit union) keeps the title until the lien (usually the auto loan) is paid in full.

You can purchase a CarFax report. This will tell you, miles on the car, if it's been in an accident, and if and when there were leins against the title.

simple if its not on the title call the main office of the dmv not your local one probably the one in your capital city ask them as long as you have the Vin and its free
even if you dont own the vehcle as long as you have the vin

ifthere is a lean on a title then it would be on the frount of the title marked lein holder....
