Depends on how you are watching them. Jesus said that if you look upon a woman with fornication in mind you have already sinned so it all depends on whats in your mind and heart when you look at them.

Watching is a neutral physical action. What's going on in your head while you're watching? That is the content of your character.

It depends on how you are watching them. If you are lusting after them it is.

make sure theyre not married or have never been married...being attracted to girls is natural but dont let it run your entire existance...thats a surefire way to get in trouble with a girl....use good judgement as the lord gave it to you.

What is going on in your mind is another thing.
If Lust is brewing it is a NO NO.
If you continue it is a SIN.
