Barking is a behavior dogs use in many different circumstances.

If your dog is barking to protect his territory (e.g. when someone is approaching the front door), he is trying to get your (as the leader of your kingdom) attention. Allow him to warn you with a bark or two, acknowledge him, then tell him to be quiet. A visual cue (such as putting your fingers to your lips to say, "shh") can be taught as a sign for "quiet". Use the sign when he is quiet, praise him, and he will soon learn what it means.

If your dog is barking aggressively towards other dogs or people, he needs to be socialized. If it is safe, have friendly strangers (perhaps your friends who haven't yet met your dog) greet your dog with a treat so that he learns to like new people. Invite a neighbor's dog over for a "play date" to help socialize your dog with other dogs.

If your dog is barking because he is scared of being alone, he may have separation anxiety. You will need to get him used to being alone in extremely slow steps. Confine him to one area of the house, preferably where he can look out a front window to watch you leave and return. At first, start by leaving the house for just one second, turning around and coming back in. Slowly, over the course of a week or so, build up the time he can calmly stay home alone by a few seconds, then a few minutes, up to a few hours.

If your dog is barking seemingly for no reason, he may be bored. Give him more exercise (longer walks, a jog, or running along-side your bike with a "Walky Dog") and toys to play with. He should learn that while barking may be appropriate when he's waiting on you to throw the frisbee, it is not appropriate inside the house. A quick spray with a squirt bottle will stop him when he's barking inappropriately.

Take the chain off the dog, get it out the yard and bring it inside. Chances are the dog will stop barking, which obviously bothers you, and must really bother your neighbors!
