clearly, she want to play with him, and he doens't want to be around her. Tell him to sit down with her, and play with her a game or one of her toys or something, or go for a walk together, and then explain to her that he is going to do _______ without her now, but we will do this again together another time. She should understand.

Don't feel bad. I am a 17 year old twin with a 5 year old little sister. What I do if she is mean with me is to do what she does to me( only not as hard) or I send her to time out every time she does something mean.
Time out works well. Just send them to the room or a corner.

My 8 year old daughter has a bratty 5 year old brother (from her point of view not mine of course) so I'm sure you two have a lot in common. Your sister will grow up soon and when she is in school too she will make her own friends and not pick on you so much, just be patient and someday you guys might even be friends!

You are his Mom, you should be handling it.
Do you hear her whining. I did not permit whining. Say Sorry, I do not understand when you talk like that. Eventually they figure that whining is not acceptable.
As for her bing mean, you are the disciplinarian not your son. You should handle it.

MY 9 YEAR OLD BOY HAS THE SAME PROBLEM WITH MY 5 YR OLD GIRL. HMMM, LETS SEE. I USUALLY TELL HER TO SEPERATE HERSELF. AND I ALSO TELL HER THAT WE DON'T UNDERSTAND BABY TALK HERE BECAUSE WE ARE ALL BIG KIDS. AND WHEN SHE HITS I TELL HIM TO HIT HER BACK AND LET HER KNOW HOW IT FEELS. I KNOW IT MAY SOUND HARSH, BUT THERE IS NO OTHER WAY TO LET HER KNOW HOW IT FEELS TO GET BUGGED BY SOMEONE. GOOD LUCK.
