Basically I think they feel that the newspaper vendors is a low class job. They do not respect people who is working in this line. So when the vendor come to collect money, they just wait and c and try to waste as much time as possible

these days people don't like to keep cash at home so they will want you to return when they have the money for you. Some feel they owe you a tip but don't have the money till payday. But, of course if you're tired of dealing with them then take on the business of filling the newspaper containers at the end of the street (or in the laundromat) and you won't have to face them anymore. A lot of people these days get their news (newspaper) off the internet..

Send them the bill by putting it in the mail box with return envelope so they can send a cheque.
