Seriously, there are some good deals on the upper east side, and it's really the nicest and safest neighborhood in the city. The deals are mostly around 1st Ave. in the 70s to 90s. Check this site out, I know people who've gotten insane deals from this.

ASTORIA, QUEENS.. My friend lives there.. and its alot more affordable than living in Manhattan. Also, other neighborhoods to consider are: Ditmas Park, Brooklyn; Sunnyside, Queens; But if you want to live in Manhattan, I suggest looking at Inwood/Washington Heights.
