Yes. They can always tell. And NO, I'm never cool with it unless it's my husband.
BUT, most girls do expose themselves quite flagrantly and they have no right to be offended if a man is staring at them. If they are showing them off, they are asking for it. However, they are also guiltier of a larger crime and that is putting men in a sinful situation. Women who dress immodestly have no idea of what danger their souls are in.

I think the word stare is really what makes the difference here.
If you stare slack-jawed like you've never seen a pair o' **** before, women are not going to respond well. They're going to think you're very base, predictable, and not very bright.
However,
If you don't let yourself get caught taking a glance, a woman is going to think of you as "a really nice guy".
So be sure to look, but not for too long...and follow it with eye contact :)

Yes, we know and looking is fine - the quick appreciative look is what low cut clothes are for.
Leering and making comments to your pals is not OK.
Looking at a woman's breasts while you're talking to her is extremely bad manners and will mark you out as no gentleman.

Depends on the way the guy looks at your breasts and it depends on the remarks that are made. If they are rude and crude remarks then expect a smack. I personally find it gross when a guy who is skeevy and 40 looks at me anywhere, leans out of his car making kissing noises and other crude comments.

Imagine someone having a conversation with you and they stared at your fly the whole time.....I know its a stretch..why would anyone...never mind just picture it...that's how we know

I notice this and sometimes maybe I am flattered but if the guy stares too long I am becoming uncomfortable and annoyed

I don't think they mind much. If you are just staring at them in plain site and they notice you, you have the choice to look away or give them the look.

Yes I can tell, cause they make it so obvious, and I only get mad if im already in a bad mood or if the guy isnt all that hot.
