Being ticklish in not gender-specific. I have met incredibly ticklish men and I have met incredibly ticklish women. I am an incredibly ticklish man, myself.
I think that people have the perception that women are more ticklish than men because I believe that women are tickled more often then men. Almost everybody loves the sweet, beautiful sound of a woman laughing - especially if they seem to be having fun. Not as many people are as interested in hearing the sound of men laughing.

I have extremely ticklish feet. My ex wife doesn't. My girlfriend does.
