Are they being left for a long time during the day? if so do you have a friend or neighbour willing to let them out for you? If you can afford it dog crates work really well, I have 2 young dogs also 1 is just 4 mths old and is clean during the day even if I go out for a couple of hours, she isn't in a crate now at night as she was getting a bit big for it but I have bought some of those pads to put on the floor they have something on them to attract a dog to them, at first put quite a few down and gradually move closer to the door and eventually outside, of course you have to be alert yourself, ie, take outside as soon as you get home from shops or whatever, ignore any mess on the floor, no point telling a dog off for something it did while you weren't there he/she won't know what you are telling it off for and it could make the matter worse and please please please DON'T rub their noses in it that is a very cruel thing to do!!
Good luck, this all may take time but a well trained dog is a happy one!
PS. Get pads on e-bay, cheaper!!

IMPORTANT
Adding Liquid to Dog Urine Stains only Dilutes and Spreads the Urine!
Any liquid based cleaning solution (including steam cleaning) doesn't work because you will never be able to "blot" or wash all of that wet liquid mess out! Doesn't that make sense? You still have stains and odors because they are deep down in the fibers, pores and fabrics! Liquid products cannot absorb and extract the dog urine and only masks the smell for a short time. Eventually the urine stains and odors return!
FOLLOW THESE SUGGESTIONS VERY CLOSELY
Step 1: Locate the areas where visible dog urine stains or odors are noticeable. If you can't see any stains, but you can smell an odor, then you need to use a Planet Urine Odor Detector Blacklight to locate these areas.
Step 2: Thoroughly pre-vacuum soiled areas. NOTE: if you have a vacuum with a hose attachment, use it.
Step 3: Pre-mist the soiled areas with Planet Urine's Soil Release Pre-Mist provided in your Do-It-Yourself Dog Stain and Odor Removal System. Do not saturate the areas! Using the Applicator Brush provided in the system, thoroughly work the Soil Release Pre-Mist into the stained area. This helps to release stubborn old/dry urine stains.
Step 4: Apply 1/8 to 1/4 inch layer of Planet Urine's UrineOut⢠Powder over the soiled area.
Step 5: Using the Applicator Brush, firmly work the UrineOut⢠Powder completely into the soiled area. Work the powder DEEP into the area. Allow the powder to stay in the carpet until it is thoroughly dry.
Step 6: Thoroughly vacuum the UrineOut⢠Powder out of the area. At this point the powder is now holding the urine and odors.
The ONLY way to completely clean dog urine stains in carpet is to use a DRY POWDER cleaning process - a process that "sponges" it up and ABSORBS it, thereby removing the source of the stains and odors... PERMANENTLY!

I don't know if it's too late but try leaving paper near the door for them to pee on and then move it until you can place it in the garden. Also watch for them to pee and take them into the garden and then give them a treat when they do pee outside. Put dryed peas in a plastic bottle and when they start to pee rattle it which I hope will stop them as they look for the sorce of the noice and then take them outside. This should only take a couple of weeks. As for the smell use a citric juice after you have washed the floor, just pour freshly squeesed orange or lemon juice on the spot where the pee is and that should get rid of the smell and the dogs should then look for a new place to pee ie the paper you have put down. good luck

Use a mixture of 1/4 vinegar to 3/4 water and blot out the stain. Or try febreeze. Get each a dog crate, and keep them in there when you leave. Give them plenty of potty time too. Don't beat them, chain them outside (keeping them on a leash with you is fine), or rub their nose in it, as that does nothing.
They may have seperation anxiety, in which case the crate will be great, if they try to escape it, ignore them. Praise them when they are good and quiet in the crate. Use a plastic "airline" one, not a metal one (plastic is safer).
They may have kidney infections, if it keeps it, check it out. Or try to feed them cranberry juice in a bowl. It worked for my girl.
Don't make a big fuss when you leave them or come back. Try leaving them for small amounts of time and build up.

Isolation in a kennel till you can completely house train them. Let them out of the kennel while you are home and watching them, Put them in the kennel when the family is at work and school , many dogs do this when they are alone.

here is how you break a dog from pissing your house, get a small piece of chain and find a place in one of the corners in your house to tie the dog, only give it enuf chain to lay down. after a while take it outside to do it's business and play a while, chain it back up, continue for a couple days and dog will learn to go outside. they won't lay in their own piss. how can you live in a pissed up house?

take the dog often outside maybe you can change the carpet on spray air frreshner.Or maybe instead of carpet just have tile flooring or wooden.Much better

when my two where little to train em every time they did any weeing or other they got shown it smacked and put out side for time out they soon learned

if they wee inside rub their noses in it then put them out in the garden.keep doing that till they learn that they must wait for you to take them out.
