I screwed this Q up... I left out against civilian targets.

They didn't.

In fact there is no ban on these weapons.

no ban on the use of the weapon, there just hasn't been a NEED for the weapon, considering that in today's conflicts we use more precision guided weapons to destroy a single building incendiaries spread and cause lots of collateral damage. the most recently developed (and this was in the 80's) is the hades bomb which creates a large wall of fire for a few minutes.
