For 4 kids, you only need 2 bedrooms ... as long as girls share with girls and boys share with boys. So, all you need is 3 bedrooms, 1 bath, kitchen, living/dining. A big house is not necessary at all. Even an apartment would do.
No social service organization will help you get a bigger house ... they will see right through your attempt at seeming altruistic by saying it is so you can be a foster parent.
Don't mean to be hateful, but I've known way too many people who do this instead of working, and the kids were better off elsewhere.

in some areas they have what they are called as :
Department of Housing Authorties that helps with housing.
Contact human services.
My Hat, and rejocing goes out to you for rescueing kids that are abused. that' is awesome. I had rescued 2 of them myself many yrs ago. and just doing that in itself is a true blessing for them and for yourself.
