You should say absolutely nothing.
This is one of the quirks of etiquette. One is assumed to not be in control of flatulence. Therefore anyone saying anything about it, including the "culprit," draws attention to it and is rude. Everyone is supposed to politely pretend it never happened.
However, one is assumed to be in control of a burp. This is why you are required to say "excuse me" or something similar.
I don't make the rules, I just know about them!

If i do it,i say excuse me. If others do it,i give them the eye. If possible it is polite to hold it or move away from others before release. Peace.

I think it's worse to dwell on it and demand an "excuse me" from someone. It's like trying to turn it into a topic for conversation. And I hate it when people try to tell you they did it in case you didn't know. Don't tell me, I don't wanna know.

Just ignore it. If they say excuse me or anything, just let it go. It's a natural body function and people can't help it.

If you want to be polite, you say nothing. If someone looks at you as if YOU did it, you can roll your eyes and look at someone else knowingly.
If you want to be rude, you can say "WHO CUT THE CHEESE" quite loudly and wave your hand under your nose..."WHOO-WHEE, SOMEONE ATE THEIR BRAN TODAY"...
