Catholicism allows any Baptized Christian to perform Baptisms and anointing the Sick providing that the herbs and water mixture is correct. However, only a Priest administer the Confirmation, Eucharist, Penance or Reconciliation (confessions), Holy Orders. Matrimony can be done by any Baptized Christian or government official, but can only be blessed by a Priest.
We had a Mormon in our RCIA class, and she said that the Mormon's Baptize people in the graves. Our Priest said that was not a true Baptism because we are taught that part of Baptism is believing in the Baptism itself; however, since no man can speak for God and the dead, there is a tiny- weenie- itsy- bitsy possibility this works.

In my Christian church any born again believer can perform the baptisms, communion services, laying of hands etc. Now when I was going to an United Methodist church, only a licensed minister could.

Every religion has it's own set of guidelines about who can perform these ordinances, so not knowing religion she is representing, I'm unclear on that, but the fact that she's making fake certificates is nothing short of a lie...and the people going to her deserve to know that.

Depends on the denomination. Many have rather strict codes as to who can perform which rites. There are others who say any who are saved can perform any or some, etc. Depends on the denomination

Anyone can baptise, but to have it properly recorded it should be within the confines of a church. Consecration of the eucharist can only be done by an ordained minister, however it can be distributed by any church member.

Actually there are no laws governing this. It is really a mans job to do these things and normally should be a Pastor of a Church. But this is not illegal..

i think a regular person can do it in an emergency but thats it if it's just regular i don't think so, why would people go to an unlicensed person for that anyway?
