China, they're currently destroying America's industrial base through currency manipulation and they're surging ahead in technological development due to Americas self destructive religiously derived hostility towards science.
Oh wait you meant ex-superpower, well that'd be the USSR the failures of the command economy caused the political collapse of the soviet union.
