I am going to be in JROTC next year. I have read that you can earn a college scholarship in JROTC. But do you have to take the scholarship.

Seeing as how JROTC means JUNIOR ROTC, and it is for people in high school - no, you can't get a scholarship out of it. You can apply for a scholarship as you are getting nearer to graduation, but being in JROTC will not improve your chances that much - unless you made some serious achievements.
Now, if you are talking about ROTC in college, than that is a different story. It depends on what service you are in. In the Army you can go all the way through ROTC, and not get picked up by the Army for active duty. In the Navy ROTC (which covers Navy and the Marine Corps), you have to decide by your Sophmore year whether the Navy/USMC is for you or not. Then you are obligated to sign for a scholarship, and you will be commissioned if you graduate. I don't remember for the Air Force. I don't know what the academic requirements are for the other services, but I do know that guys who failed out of Navy ROTC were picked up again by Army ROTC.

i don't know for a fact, but i don't think you have to, although this is money that will help pay for college, so i depinitely recomend acepting it, unless you plan on getting a full ride from the military or not attending college at all. finding and qualifying for scholarships is dificult, and college is expencive, right now, i'm up to two thousand for just ten credits, and i still need at least two, then there's also the cost of books, and dorm/appartment if you're not living at home, as well as other expences...
