This answer is a complicated one. First of all you need to apply. Either by getting married to a U.S. Citizen, claiming asylum, claiming extreme and extraordinary circumstances, or a parent/sibling puts the papers in for you but that usually takes 12 years or longer. In the end, it's not easy and takes a lot of time.
Question: So your saying if I wanted to marry an illegal citizen all we would have to do is just go to the courthouse and get a marriage liscence and have a judge marry us and he would become legal?
No, it's not that easy but that is the beginning. First of all, in order to get your papers throug the U.S. citizen person you need to see if the person who is illegal came into the U.S. legally. (for example: they have bording passes, that allow you to cross to the border to work but you need to come back to Mexico before 7 p.m., that's one example, but some people just stay forever, or if they get a visa they need to return in 6 months but they never do. Still, they entered the U.S. legally). If he/she did then you can get married and apply for your papers. Then you have to sit and wait for about 2 years. In the mean time the I.N.S. will check up on you, ask all kind of questions and so forth. After about 2 years they will give you your residency and then it's 5 years until you can apply for your citizenship.
If the illegal person came to the U.S. illegally, then they will have to go to the country they came back from, get marry there and wait in that country for 2-3 years for the paperwork to go through. Samething, the INS checks to make sure it's a real marriage, asks all kinds of questions (like how does he take his coffee, what side of the bed does he sleep on, what position do you have sex in? etc.). If they approve it, then that person gets their residency and can come into the country then it's 5 years until they become a citizen.

The first step is to remain in your country of origin (or go back to country of origin if you are currently in the US) so that you can sign up properly with the authorities there.
The second step...even though you didn't ask....would be to stay there and wait until it's your turn to get called into this great country.
