If a person suffered from obsessive complusive disorder and they had to call a police information desk 12 times in a row from their home phone, then the next day do the same thing 12 times in a row each time asking a real legit question, also they are asking this question 12 times in a row to the same phone operator. Do you think this would be considered phone harrassment and would the person who called the police station 24 times in 2 days be arrested?

So the person is asking the same question?
I think that it could be considered interfereing with police work. Since the person answering the phone cannot be working on other tasks.
The problem is what do you charge a person who has mental problems with, or do you just put the person on a higher dose of medication?
I think that they could arrest the person, which would be really bad for a person with OCD, but likely they would just give the person a talking to and if the continued then they would get arrested

I would suggest that person get some medical/mental help so they could be placed on medication to help them cope.
How would you feel if the police station called you 12 times two day in a row to give you the same answer to a single question?

You are tying up the phone lines. Others may need help and you are wasting the time of the officers instead.

Here, you would be locked up by the Police and you could try to use that medical condition as your defense, but to answer your question, they would NOT put up with it.
