30fps is just fine, but the resolution of 640x480 lines is only good enough to view in a small window on your computer - it would look terrible full screen.

640x480 30fps is as good as any VHS camera. but only up to a 19 inch tv. don't try to play on a hdtv

Well those specs are about the best you can get on a digital camera and they are quite good. Don't get anything with less.
Of course, the video from a digital camera will never be as good as that shot with a dedicated video camera...but its a handy little fun thing to have on your digital camera.

It wouldnt be good at all. Movies are generally shot at 60fps, so this camera will make it seem rather skippy. Also, thats a very low resolution so you wouldn't get very good image quality. I hope this was on a camera phone, because that's the only place it should be.
