You can apply for a Fiance Visa. That way he could travel here and then get married here in the USA. Afterwards you can request his green card on basis of marriage.
Visit www.uscis.gov for more information. Be aware that they are a lot of bogus site that will ask you for money for the forms. The forms are free and you can download them from the official USCIS website.
You can also marry him in any other country, and then request his Alien card based on marriage on the nearest US Embassy. However, you will have to be there with him to be able to interview and this process is lengthy and would require your extended presence overseas.
If he comes here on a tourist visa and you guys get married, you are in danger of having him deported, as this is illegal. Be careful and make educated decistions.

you need to meet him first then you apply for a fiance visa for him to come to you then you have 90 days to get married you must get married in those 90 days or he has to return home then he gets a 2 year residence with restrictions after 2 years you apply for permanant residence i just went through all this with my wife she is from Russia it will take 2 to 6 months for approval before you get fiance visa you must have proof you have met in person you can have pictures of the two of you together as proof

what needs to happen is he needs to get a visa/green card what ever it's called & come here once he is here you guys can get married & he will not be able to be deported when his visa is up because hes married to an USA citizen & then he needs to apply for citizinship

its called marriage by proxy, but its not that easy to do. Let him be the man and let him take care of business. You just sit back at home and plan your wedding. Let him do his part, that way you know he is serious, and willing to fight for you.
