You can also marry him in any other country, and then request his Alien card based on marriage on the nearest US Embassy. However, you will have to be there with him to be able to interview and this process is lengthy and would require your extended presence overseas.
If he comes here on a tourist visa and you guys get married, you are in danger of having him deported, as this is illegal. Be careful and make educated decistions.

you need to meet him first then you apply for a fiance visa for him to come to you then you have 90 days to get married you must get married in those 90 days or he has to return home then he gets a 2 year residence with restrictions after 2 years you apply for permanant residence i just went through all this with my wife she is from Russia it will take 2 to 6 months for approval before you get fiance visa you must have proof you have met in person you can have pictures of the two of you together as proof

what needs to happen is he needs to get a visa/green card what ever it's called & come here once he is here you guys can get married & he will not be able to be deported when his visa is up because hes married to an USA citizen & then he needs to apply for citizinship
