There are no muscles around the ankles specifically. THere are however muscle in the feet and the lower leg (b/w the knee and ankle). See the link below for exercises for the calves and ant tib's.

sorry but there is very little fat or muscle around your ankles or wrist. no matter what you do you will probably not build much in those areas.
