Good or bad, I don't know. It depends on your expectations. It sounds like it's not meeting your expectations.
It does sounds pretty typical. It probably has a V6 in it, it is an SUV and it's 10 years old. Make sure the tires are aired up good and in good shape (treadwear), change the oil every 3000 miles, don't use the a/c if you don't have to, drive slower. These are typical suggestions to get better gas mileage.
Good luck!
I do like the 4runners though. They're good looking vehicles.

It isnt great but there are small steps you could take to improve it such as getting the air filter changed and making sure all of the moving parts are in good workign condition.
If you see yourself with this car a long time into the future it would be worth putting money down to get these small things fixed to improve the gas mileage with the gas prices these days.
If your looking into a new truck the key isn't to go smaller but to go newer as the newer engines have much better mileage and are constantly improving.
Good luck.

It's good mileage for a 4runner, and similar vehicles. Unless it is 2wd with a standard shift transmission, that is extraordinary mileage. Overall, 19-21 isn't that great, but that is the tradeoff for an SUV. Rav4s and CR-Vs get better mileage, but they are quite different SUVs.

for the city yes and for the highway no. I might be wrong but I think that there should be a little more difference between city and highway, but then it depends in which city you live. our 2005 dodge van gets 19 city and 26 highway.

Sounds like the average I am used to. If this number concerns you, get a smaller SUV like the RAV4.
