Would Jesus tell him he was going to Hell for not believing?

One did. He helped, or tried to help him carry his cross, and Jesus never said anything of the like.

Did the thief on the cross even have a chance
to believe and repent?

Not everyone is going to heaven on the same
merits or by the same rules.
God looks at the heart.
He will judge those who are sincere and those who mock.

No. Jesus would give him the choice to change his thought, describing hell as a consequence.

If what you mean is believing that Jesus is the son of God and that the way to God is through him, YES.

Jesus will only judge on that judgement day. So anyone who doesn't believe in His love and grace of salvation, will be left behind.
