No mental state due to trauma is not genetic and does not pass on to children. However - if parents cant get over it, and are depressive and mourning over trauma - that will effect children. This means that social environment has an impact on children just as much as genetics.

Post war trauma should not have an effect on dad, much less mom. A parent who is an active drug user at the time of conception can certainly be a problem. I'm not going to go into the possibilities because they're endless, from no effect at all to a child with severe birth defects or a miscarriage during the pregnancy. It would depend on what drugs, which parent, whether drug use continued during pregnancy if it's mom, etc.

The active drug use CAN, however affect the baby. Mainly if it was the mother using the drugs, when the baby was conceived. What that effect would be, would depend on the type of drug & the amount used ... but some cause various birth defects etc.

If the parent is taking drugs, it will affect the child. A person's mental health does not affect a newborn. In fact, people in comas have given birth to perfectly normal babies (they got pregnant before they went into a coma).
