I suppose if it imposes work or inconvenience on others, then yes. This would be like leaving stuff to be picked up by others - which is inconsiderate, a twin of rudeness.
But if you mean neat as in dapper, or "well dressed" then I would say no. Frumpiness doesn't imply bad manners.
In short, if you make it hard on others, reconsider your actions. If it merely offends some transitory or faddish sense of style, ignore the silly goose.
