Well, they are socializing. They stack them selves up against other dogs. Their sense of smell is really powerful, so they must be able to tell if the other dog likes the same kind of food (just kidding). But they may be able to tell if the other dog is healthy. And in the case of a female, the males are smelling for sex.

That's just how they greet each other, they smell others dogs scents that way & can tell if the animal is friendly or not or if they're interested in playing or whatever. All dogs do it...

They use this to get to know other dogs. They can tell a lot form just one smelling the other. They can tell every thing form health to who will be in charge.

because it is how they tell who the other dog is. Each dog has his own scent so when another dog smells his butt he can smell if the other dog is male/female and certain other things.
