Civil Laws are mandated by God, Civil disobedient is against the command of God which says "Obey the civil laws" If the law is agaisnt the law of God then it is only then we disobey the civil law. That's why Jesus said "give unto caesar which is due to caesar and give to God what is due to God" So, we have to obey the civil laws and the command of God.

In terms of America: civil disobedience is justified when the government ceases to serve the people.
Do not confused civil disobedience with bombing buildings or any other kind of violent protest. The point of civil disobedience is to peacefully change a biased or unjust law. If you are an American and someone tells you that we should always accept our leaders' decisions, they are wrong.
The President DOES in fact answer to us because he is our president. We are citizens. In this country it is not only permissible to question our leaders, it is our responsibility. Remember, this is a government "OF the people, BY the people, FOR the people." If are unhappy with the way this country is being run, we have a right and an obligation to change it.
Ex: one of the most popular acts of civil disobedience in the US was when Rosa Parks refused to move to the back of the bus. It was peaceful, but it changed alot of things in terms of civil rights.
Ex: Ghandi in India. He refused to comply with the British with peaceful protests and ascetic living. This led to the independence of India from the British.

Yes, in many cases, where the government is doing something wrong, and will not comply with its own laws. There are protests, without permission from the powers that be, protesting the governments actions. Would the government give it's permission to protest in the streets against it? Probably not, but that does not mean the government is right, it just means they try to protect themselves by covering up the protests in the first place. There are many protests againsdt the current administration, but have you seen any of them on the news, or in the papers, or on the radio? No. That is because those have been censored, by the government, which is illegal. Censorship in th U.S. is illegal, yet our government practices it on a daily basis. Originally, the news was forbidden to speak of, or show the coffins of the dead soldiers coming back from Iraq, and we were led to believe that everything was all rosy pink. But, who here would believe that we are not experienciing casualties in Iraq? We were led to believe at first that Saddam Hussein was responsible, but that turned out to be a lie. Then we were told Iraq had weapons of mass destruction, which also turned out to be a lie. Now, we're being told that the Israeli's are pure, and innocent in the war against Lebanon. Who actually belives this? I have seen pictures, from the United Nations workers there, and I have seen the carnage, the dead children and babies, casualties from the Israeli artillary, and bombing raids. I have seen the reports of the dead red cross workers who are rendering medical aid to the Lebonese wounded civilians, and I dont care what anyone says, WAGING WAR ON MOTHERS, CHILDREN AND BABIES IS WRONG, NO MATTER HOW YOU LOOK AT IT!!! G. W. Bush has even speeded up production and shipment of artillary shells and bombs to be sent to Israel, and even Hillery Clinton advocates this attrocity. Go to www.fromisraeltolebanon.com , see for yourself what has been done to these people. Hezbollah is a faction, not the entire Lebonese population, and doesnt even comprise 10 % of the population there, but everybody there is under attack. It makes me sick to be a part of the human race when I see the same things we were doing in Nam, and worse, being dona again by our country. Geee, I wonder why other countries hate the U.S.?

Many countries were founded on acts of civil disobedience. We forget that adhering to ideals specifically works against the status quo in many many scenarios.

It depends on the type of Civil Disobedience
Peaceful protests that don't keep someone blocked from going someplace are very acceptable
Those that turn violent or are blockades are never acceptable
