First thing, people, learn what masturbate means. The 8 year old ain't sitting there pumping away until he orgasms. He only is rubbing his crotch because it feels good. There is a HUGE difference. One, after puberty, is sexual, and the other, before puberty, is not.
Second, what do you mean by encourage. If she is sitting there instructing the kid step by step, yes, there is a problem. But, if she is merely not forbidding him from doing so in private, there is nothing wrong. Tocuhing oneself in private is perfectly normal for children. Strict repression of this behavior leads to issues later on, it makes the kid feel ashamed of himself.
Bathing together at that age is slightly unussual, pretty much the cut off age. There is however the possibility, since you are in Califronia, which currently is in drought, that she is enironmental, and conserving water.
All that said, unless the father is proven to be unfit, there is no reason why he should be denied care of his daughter.

Ok one to just encourage a child to masturbate is not a good thing. accepting they are going to should be understandable. The only times this should be mentioned is 1 if you catch your child then you should tell them it is normal but also teach them respect and they should do this in private. 2. when you talk to them about sex and like before the respect. and 3. if they should ask.
two I believe it is wrong to bath a male and female child in the same bath together or even in the same room together, at any age.
You are right, there is something wrong with this picture. I suggest you call your local human services and tell them what you posted here and let them look into it.

it's certainly out of the ordinary. I could see some parents condoning masturbation as it relieves sexual tension but i have never heard of a person encouraging it, an 8 year old too, that's premature to say the least. I don't think children at that age should still be bathing together, but is it in a poor district? that might offer insight.

Masturbation is normal, even at 7 or 8 years of age. Children are naturally curious about everything--including their bodies. Children in America are also developing earlier and may start puberty as early as 8. The child should be told it is OK to masturbate, but it is something he should do in private. As for the bathing together, they are getting to be that age when they should bathe alone.

Taking religious backing out of the equation, the reason I encourage my children to wait till marriage for sex is for one simple reason.... sex is the only way to get pregnant and a child deserves to have both a mother and a father in a committed relationship to one another. Raising children is a serious business as it will impact our future. Raising children in this day and age is much different than it was back in the day as you have said. It requires greater income levels and a higher level of maturity to juggle both a career and child rearing. Masturbation is a personal choice and I would no sooner tell my children not to masturbate than I would tell them not to indulge in other things such as a great brownie... Strange comparison? Not really when you think of the gratification you get from any indulgence. It is about full filling a desire. AND!!! you can't get pregnant from masturbation!!! Hurray!!!

Yes, that's weird. Masturbation isn't weird after puberty, but 8-year-olds have no reason to do it, and a woman that encourages her prepubescent son to masturbate no doubt has some issues. Does the judge know/care about this?

Something is way wrong. First they should not be bathing together and second an 8 year old should not even know the term masturbate. Tell your friend to get his daughter out of that house ASAP.

That sounds strange to me. It is completely normal behavior for children to masturbate and I don't feel children should feel made to feel bad about it or be told to stop(though there is a time and place) but to actually encourage him to do it is another thing.
As far as bathing the children together, that is too old for children of the opposite sex to be bathing together.
