If I understand you right, your mom doesn't want to put the cat down. Just ask her would she want to live like that? Sounds like your cat is in alot of pain. How cruel to keep her alive just cause your mom can't part with her.

Yeah sweety I think it is time! I had to put my dog of 16 years down last year, and it was really hard to do, no one eles in my family could do it! He was blind and deaf and could barely walk, and he had no bladder control anymore! The vet was very nice, and I was in the room when they did it and I held him, and they give you sometime with him after, but if that is too hard for you, then you don't have to be in the room either, Wow this is a hard question, I'm crying as we speak! But don't let you cat suffer!

Bloody urine you mean ? Then your cat has a bladder infection and that is easily treated usually. Have your vet check the cat out and find out what the state of your cats health is before you make any decisions.

Take it to the vet, with your mom and talk about putting it to sleep. Sounds like it is in pain! My parents had to put down 2 of their older dogs just this year... very sad but it was the best to do for the dogs cuz they were soo old and in pain!
Talk to your mom about why she wont do it!

<------ My cat is 18 she was recently real sick i had to taker her to the vet I was thinking i may have to do same But she's alright now what you need to do is sit down and calmly tell your mom how much it is hurting you to see your cat suffering and ask her to please take to vet if it comes to a point where she will not take to vet tell her you will do extra work around the house BUT if you tell her this Make sure you do it maybe you can work something out to me it seems irresponsible to have a pet and Not take care of it thats just part of having a pet some vets will allow you to make payments if need be so just sit down with mom and honesltly & openly share how you feel

Get mom to acknowledge that the cat has a problem which requires advice from a Vet. (eg if I had blood in my stools you would take me to the doctor, wouldn't you) Mom has to agree do do what the Vet says - pills/injections etc. If the Vet then says "bye bye puss", mom has already committed to taking his advice.
You must not suggest that puss goes, otherwise it will be "your fault" for ever.

take her to a vet and make sure there's nothing u can do for her and if there's nothing that can help the wise thing would to put her to sleep so she's not in pain

take her to the vet and have her checked out and see what the vet's opinion on the matter is if it is time or not. if she is suffering and there is no medical hope for her she should be put down.

That is pretty serious. See what her vet suggests. Whatever he/she says take the advice. And also try to comfort her as much as possible.
