this person would have been honored with a placque and monetary donations. Since she is deceased do we give anything other than the placque to her family?

I would deliver it in person to the family or simply mail it to them.

I would not do a big award banquet/ceremony especially if the person died recently.

Depends. What was the purpose of the award?
If it was truly to convey the appreciation of the organization to one individual, your obligation and your purpose died with your recipient. Give the plaque and move on.
However, if you intended to capitalize on the award with publicity, make a presentation worthy of publicizing.
If you intended for the cash portion of the award to be dedicated to a certain kind of project, you could do that in memory of the deceased. (Nice touch in any case.)
If the deceased was a good friend of the organization, it would not be out of line for the development staff to have a respectful conversation with the survivors about how some monies from the estate might be dedicated to a not-for-profit purpose that would memorialize the deceased.
Also, when publicizing this award and the passing of the friend, it's a good opportunity to remind all friends and supporters that they're members of the organization's family, and the family depends upon them, and they should provide for the organization in their estate plans so that those things they cared about in life will be carried on in their name after they are no longer among us.

A Poem to her and to remember her.
Suggestion of a ceremony at home or a beautiful location.
Or a donation to her favorite project.
A story about her that shows part of her character, it could even be humor.
A letter congratulating the family for being part of her life.

Flowers, cards, & condolences. If it was military related, there is far more protocol, but your question didnt suggest that this was military related.
