he likes you. he enjoys your company. he finds you interesting, exciting, sharp.
at 46 he knows that most relationships get better and better - so he is in no rush to hurry this one.
he also knows that just being with someone - just knowing that she is there - is the only important thing in a relationship. the sweaty stuff impresses teenagers - grown ups have deeper and less transient delights.
you ask what he wants. he wants you.
if you want more from this relationship, tell him.

This guys smart. You don't want to lose him. He's playing it real slow and doing a test on you. Whatever you do don't jump ahead of him, let him make the awesome play, it will come sooner than you think but just don't mess the play up. He likes you and wants to make sure before he moves on strong. You are under a test at this time. If you like him, my advice is to continue just what you are doing. That shyness in you may be a blessing in disquise. Remember, he just wants to make sure of you before he moves. he wants to take things slow and avoid the mistakes of the past. he's treating you with respect and getting to know you. my guy was like this and we're still together after one year now. he's also 46 and i'm 40. he wants more than a casual thing with you so enjoy it!

maybe hes shy - or scared that if he does make a move, you'll be repulsed and will never speak to him again!!!!!
Maybe you should bring it up kinda passively in conversation be like - " gosh we should just hook up, we're approaching old age and were still single" - just gauge his reaction. That way youre not actually propositioning him - but if he wants to take it further he can.

If it were me, I would ask him. Shy or not, you're not getting any younger, and life is far too short to be hanging around with this sort of situation. Do you want to take it further? If yes, do something about it.

He might be gay. You have to define suggestive texting a little more. Is it like yea you were hot in the club and so was I because the air didn't work? or like Hey you were hot... I want so bad to relocate there.
