Please read the Bible in context. The negative cases you site they are all related to those who either are making false predictions for monetary gain or God is allowing a spirit of deception to be used by those already evil to bring forth judgment for sin. In fact it says "God placed a lying spirit in the...." God did not Himself lie, He allowed others to do so to accomplish His Judgment for sin. None of these you reference state that God did anything but judgment. Be Careful see Ga 6:7. It is right to study and question but not to take meaning out of context.

Well, there are several references to things that God cannot do (lie, be other than good, etc).... however, the same bible also has references to God doing those things.
Basically, the bible contradicts itself quite frequently.
Hebrews 6:18
It was impossible for God to lie.
Titus 1:2
In hope of eternal life, which God, that cannot lie, promised before the world began.
versus
1 Kings 22:23
Now, therefore, behold, the Lord hath put a lying spirit in the mouth of these thy prophets, and the Lord hath spoken evil concerning thee.
2 Chronicles 18:22
Now therefore, behold, the Lord hath put a lying spirit in the mouth of these thy prophets.
Jeremiah 4:10
Ah, Lord GOD! surely thou hast greatly deceived this people.
Jeremiah 20:7
O Lord, thou hast deceived me, and I was deceived.
Ezekiel 14:9
And if a prophet be deceived when he hath spoken a thing, I the Lord have deceived that prophet.
2 Thessalonians 2:11
For this cause God shall send them strong delusion, that they should believe a lie.

You don't have to be a bible scholar, I do in fact know the answer you're looking for, it's just not the right one. Titus 1:2 Although some versions say *does* not, not cannot.

Not technically. One can deduce that god can't make a stone so big that he cannot lift it, but only because god possesses the ability to make a stone of any size, and the ability to lift any stone.
God says he won't do anything, and we assume he doesn't lie, but that doesn't mean he lacks the capability to.
