i am makeing a server on counter strike?

do i need a server client patch to make it??? and i would like all the cool admin set up stuff, i asked about that earlyer and i was told i need an adminmod and rcon, now where would i download those???? and if u have any suggestions plz tell me them, im kidda new at this stuff
