God's plan was to give angels free will, just like we have. Lucifer chose to become greater than God. Did God know this? Yes, I believe He did, but given that each one of us has the power within to make the right choice, He also expects us to use it to His glory, not our own.

Yes it is a part of God's Plan, but being a part of a plan doesn't mean He manipulated Lucifer to go into rebellion. That was the Free Will of the Devil. Planning means, well, anticipating what might be the future problem, and creating a solution. God has a Plan but He is so smart that He already knows that Lucifer will turn against Him and will live on Earth and pollute the minds of the inhabitants, that is why God formulated a Plan B. Which was: Send His One and Only Son to save, not all, but whoever believes in Him (whoever believes in the purpose of His Coming). He did not send Mary to save, but just to bear His human body. He did not send the prophets to save, but to tell people about His coming. So do not worship the prophets and Mary, they are just accomplices to the Plan.

Lucifer is identified in the narrative, but not with a rebel angel. It is explicitly stated: "Take up this proverb2 against the king of Babylon, and say, How hath the oppressor ceased!" (vs. 4). (The preceding chapter is a prophecy against Babylon itself, but now the prophecy is directed against the king of Babylon).

Not any more than Adam and Eve falling was.
But God changed their world when they did.
God had to create a place for satan and his demons.

hell an evil have always existed, God did not plan them, they just came with the whole package.

That's a mistranslation. The passage in question was referring to Nebuchadnezzar, not some devil.
