Because that would be outrageously expensive. Here's my plan:
Build a fence, about 10 feet tall. Put barbed wire on top. When the top of this first fence is touched and pressure is put on it, an alarm sounds and lights turn on (pressure because if a bird lands on it, it isn't triggered. That would suck). Put a second fence about 50 feet away, about 10 feet high, with barbed wire on top. Now, place armed guards every couple hundred feet, to shoot anyone that passes over the second fence. But, put big signs in Mexico before the fence, warning them that trespassers will be shot and survivors shot again, just so they are warned.
This would work great.
