Many malls and banks sell them. Do some research on them first. Even though they could all be Visa cards different companies sell them. First know that in addition to putting money on the card you will have to pay a fee just to get the card. The fee is anywhere from $3 to $5. Also make sure there are no monthly fees. Some cards will deduct money every month from the balance. Also, know that some cards will charge a service fee every time you make a purchase. The fee is usually from $1 to $2. Many card companies will say that there is no service charge, but to make up for this they will charge more than $6 per month. This isn't the greatest gift for someone usually.

Check cashing places have them. Some sell gift MasterCards too. Be careful buying one though. The person redeeming it gets charged for any purchase(s) made on the card. It's minimal, about $1-$3, but that takes away from the whole "It's the thought that counts". You're better off buying a gift card instead. Or try an online one to their favorite store. giftcards.com sells the Visa gift cards too. giftcertificates.com is another good site. I've referrenced both in the source below.

Most financial institutions that honor the VISA card sell the VISA gift card.

The bank, but don't go to charter one. they charge you ro the actualy card on top of the money you want to put on it.
