It's an impossible question to answer without knowing how you intend to convert 36V into 12V in the first place.

Please be aware, the voltage required to charge the battery can't be too much higher than 14 volt or so. You'll have to limit the current in reasonable level, too.

Once you know it, you can guess the charging time by taking the AH rating by the current draw to arrive at the charging time in hour.

You also need to know the Ampere Hour Capacity of the battery that you intend to recharge.

you calculate a 25% wastage in power conversion and then you have the time.
Also note that a recharge of a normal 12V cell is calculated to 80% recharge in 10 or 20 hours depending on the manufacturer of the Cells.
