I keep gettind pop up saying cmd service cannot be deleted what is this and how do i get rid of it please?

just started after loading in nero burning

CMD is the command screen so that you can direct windows by speaking to it in DOS. I would suggest you uninstall nero and then run a disk defragmenter and disk cleanup and then reinstall Nero. Something is telling Nero to revert to DOS instead of JAVA or whatever other language it utilizes.
