Everyone is right kinda.
You get your RATE (your job).
You advance from E-1 to E-3 more or less by doing book work and getting it signed off.
You advance from E-4 to E-6 by book work and then a test that is given every six months. Altho you can PNE (Pass Not Advanced) this means you passed the test but did not score high enough than your peer Rate persons did so you have to wait till next test cycle. During your stationing you should warfare pin(s) these show the quest to better yourself and give you additional points on your test.
E-7 and on are more complicated and require you to go in front of a board of review.
Remember this also after you enlist and get your rate you may change rates to another, Ask what rates are needing people and decide if you want to do a change or not. Sometimes it will benefit you. I changed mine 4 times in 12 years.
Each advancement requires a grace period between advancements, and If you are a STRAIGHT LEG and show your command your worth to them and the NAVY you can be advanced by the command.

for me it was et-coms submarines, i advanced to e-6 in 7 1/2 years.
try to get a look at what ratees are undermanned and also look ahaead, to the e-6 level and se what the promotion rate is, it all trickles down from there.
and the promtion rate doesn't matter about how hard you work, it does a little but mostly if you even show up to work you have done good enough, which is unfortunate but true.
promotions depend on how many the Navy says they need to fill a certian rank in a certain rating. period, they will advance the most worthless idiots just to fill that quote.
go to www.npc.com and under enlisted you will find quotas for all the rates.

the nuclear reactor department is the onlt one i know of but it is very hard to get in. in 2008 women will no longer be allowed in this department. all navy jobs promote the same way. nukes just get a few more perks like after two years of good service you can star reenlist for 4 years and you get a rank without the test plus a nice bonus. you have to go to school for over a year and a half first though. my hubby is a nuke
you also have to take an exam to get the new pay grade and rank

It depends on what you are enlisting as. But there is a waiting period between each rank.
