Does it mean, you have to be outgoing and have a life-of-the-party kind of personality in order to meet any japanese people? Apparently that's what it seems. The only ones i've met are in english schools and they hate people who are not life-of-theparty types..how can a serious, quiet guy meet any.. and where? I want to meet them because i want to practice japanese or teach something that i may know or just share friendship. So sure i've seen japanese around town, lot s of them in BUS, Walking in streets..etc.. but i'm not the type that will just butt in , while they are walking in the street.. so anything else i could do? I wish more schools would setup some kind of way to meet, so that we people who are not students anymore could meet them. Conversation partner type programs are failing in my case because they advertise american culture, but i'm not your typical american and they are generally disappointed when they meet me( Quiet hispanic american not outgoing and not good speaker

There are tons of Japanese restaurants everywhere. You can go there or places like little Tokyo and practice with the waiters or shop owners.

Go to tourist attractions, that's where I've seen many Japanese people.

Go watch a Seattle Mariners game when they are in town. A lot of them will go see Ichiro.
