Only Yahoo can remove your questions, but other users can report the questions and that can lead Yahoo to remove them.

reporting a question will prompt yahoo to remove it and they usually do not bother to look at it or why it is reported. So in effect yes and it is a problem because of some of the people here who report for entertainment or malice. They can report answers also with the same result

No, but if you keep getting reported, I think that they are eventually removed. So, in a way, other people can indirectly remove them.
