You should really consult a professional behaviorist. Aggression is a serious issue that should be addressed by an experienced professional. If you don't address this soon, your dog could potentially harm another dog.

Chows are mean dogs. They have attitudes. I once had a chow mix, and he never liked other animals. As a matter of fact, when he was older, we moved and he would not let us pick him up and he would not get into the car, so we had to leave him at that house. He would bite us and we had had him since he was a puppy. I know that sounds mean but we had no other alternative and the people buying the house said we could leave him.

My husband's mother had one too, and he was the same way. Did not like other animals and was mean to everyone but her.

you can't really fix it for good, but you can help it. try getting one of the dogs to stand on one side of a fence until your dog coms down. then try a differant dog. then just try one of the dog walking by and your dog probobaly wont bark. thenhave a differant dog go up to the fence. he probobally wont show as much agression this time. if he showed a lot of agression it means that he needs to repeat the first part again. then he should get a little used to new dogs and wont mind them as much on your walks. he will just ignore them. he might still bark a little bit though. this time less agression and more of a i don't want to be bothered.

when you see it even look towards a dog pull it away and get it to consentrare on you. this should aviod trouble befor it stares. but if thes dont work.

get a bottle with stones in it and when it sharts at another dog shake it as hard as you can and tell it NO. or try this with squirting water instead.

or get a chock chane lead and when it starts give a tug in the lead (this is called checking) and tell NO and walk it away from the dog.

if you are unable to get these to work call a dog trainer to come out.

she need to be socialized, You need to have friends or family bring their dogs over to get her more comfortable being around other dogs. You really should do this as a puppy. But even if she isn't a puppy start now!

I would take her out more often so that this is not something new, or far and in between for her. And correct her, aggressively that what she is doing is wrong. it can be corrected with time and patience.
