A complete analysis would require a lot more information, including what material and what method is used to manufacture both types of plates, and what method, soap and water temperature is used to wash the reusable plates. This is what is called a "Life-Cycle Analysis".
The result will probably say that biodegradable plates generate too much solid waste, and the washable plates generate water and air polution. Which is worse? Take your pick...

For home use use washable plates with an environmentally friendly dish washing liquid. Commercial establishment such as schools have found that heating the water to a temp necessary for sterilization and the detergents were much more costly and havae gone with recycling and composting.

Definitely washable. Most plates are actually photo-degradable so when they get to a land fill nothing happens.

Washable plates. You will use them over and over again and you do not have to worry about trees being cut down unnecessarily.

use washable plates. Less energy to create plastic or porcelin plates once, then wash and reuse versus creating plates for every use.
