When writing to an 'Honorable' what from of address should one use?

This depends upon the position.
Also- are you writing a letter or talking to the individual?

The Honorable Judge Smith would be Dear Judge Smith
The Honorable Mayor Robert Jones would be Dear Mayor Jones
The Honorable Thomas Ryan (Rep. Ryan from House of Representatives) Dear Mr. Ryan, or Dear Representative Ryan
The Honorable George Voinovich (U.S. Senate) Dear Senator Voinovich

Use the address they stay at otherwise they wont get letter
