Humidity is the concentration of water vapor in the air. The concentration can be expressed as absolute humidity, specific humidity, or relative humidity. A device used to measure humidity is called a hygrometer. A humidistat is used to regulate the humidity of a building with a de-humidifier. These can be analogous to a thermometer and thermostat for climate control. Due to the changing partial pressure of water vapor in air as temperature changes, the water content of air at sea level can get as high as 3% at 30 °C (86 °F), and no more than about 0.5% at 0 °C (32 °F).

A hygrometer will do the trick..
And you use the sling psychrometer method to measure humidity.
There's a wet bulb and a dry bulb, components of the hygrometer.
Find the ambient relativity according to the dry bulb...
Then take the difference in temperatures of wet and dry bulb.
Subtract these two numbers and there you get relative humidity.
There are other types of hygrometers and ways of measuring humidity but I think the sling psychrometer is a lot more fun.

Humidity is shown as a percentage of how much water its holding out of how much it could hold. It's done this way because warm air can hold more water than cool air. That's why after a hot day and a cool night there is dew: The air cooled and couldn't hold as much moisture, so it condensed onto other surfaces.

A very simple example, and one upon which the complicated apparatus is based, is a piece of straw, which when wet stretches but when dry shrinks. If you put some kind of restraint on each end, as it dries out the two points restrict and as it becomes damp with humidity, it stretches releasing the restraining points......................
