Do puppy pad holders work?

Has anyone used puppy training pads with puppy pad holder? Do they work? My puppy will go on training pads but also likes to chew them up.

Newspaper does the same thing, it's just what you train them on. They also chew that up too but at least it's free.

My pup chewed the pad out of the pad holder, and nothing can stop him.(he likes eating bitter apple)I ended following him around for the whole day for a period of time.

I use a litter box with pine wood pellets. I do have to vaccum a few pellets up daily, but not much of a mess.
