If you've already said "Be quiet!", and the person won't shut up, then saying "Shut up!" is the next logical phrase.

It is usually said out of frustration.

Often, yes, but depends on how it's used and the relationship between the people. If you are friendly with the person and it's said with a joking tone, it's not impolite. Or if it's said by someone you are close to. We also use shut up if we need someone to stop talking right away.

anyway the answer is that it is sometimes rude, but don't assume the person is being rude to you if they say it. Look at the situation you are in and decide if it makes sense for the person to be speaking rudely to you at that moment. Even the big insult f*** you is not always a rude thing to say.

Strictly speaking "Shut up!" is impolite. If it is said among friends, and depending on the intonation used it may just be said to be funny, or not really meant to be impolite, but to indicate that you are close friends.

It has even taken on a "slang" meaning which, as far as I can gather means something like "You're joking, aren't you? You don't mean that, do you?, or That's really hard to believe. Or even what a juicy piece of gossip.

The use of shut-up is impolite but I have noticed used when shock value is required (typically after several, 'hold it down', 'use your inside voice', etc).

I have not seen shut-up used that much, if at all, in the professional environment.

wel, in my culture (malay), it is considered very impolite if you ask some one to say shut up. We actually dont even use that phrase much here in Malaysia as it shows how impolite you are. What we usually do is just bare with what is said...

Ask yourself, whenever you say shut up to someone to shut them up, do they shut up? Did it get worse? Try to say Be quiet please then. Is the situation better? You see, there is both sides of the world, negative and positive, as there are in languages. If you choose to speak positively, the consequences of your word should turn out positively. If most people change their negative way of talking to positive, things would get better. Too bad there are also two kinds of people.
