My first language is Japanese.

Which term is more appropriate for formal English(school English)?

It takes 7hours to fly from NY to SF.
or
It takes 7hours to fly to SF from NY.

I know both make sense.

both are correct usage..
however, the first one is more common to say, as logically you would mention the location where you are from first.

It depends on the topic of the conversation. For example if you are talking about the trip to someone in NY, you'd probably say the 1st one or in SF you'd probably say the 2nd one. One is not more formal than the other one

Either one of those terms is accurate and formal. It does not matter what order you put them in as long as the rest of your sentence is grammatically correct.

It doesn't matter. Either is all right.

It depends if you are concentrating in your thought on your departure point or your arrival point. What you are concentrating on is the one you will probably say first.
