I'd say it's your bike shorts. I had a pair of bib shorts that caused me the same frustration. Needless to say, I don't wear 'em anymore. My preferred bib shorts/knickers are manufactured by Santini. You'll be hard-pressed to find a better clothier. They make perhaps the finest and most comfortable cycling clothes on this planet. Yeah, they're expensive but they're well worth it.

Move around in the saddle a lot. Just sitting and pumping makes him turtle and puts to much pressure on the nerve bundle. Get up stand move yourself around.
