First, make sure she doesn't have a husband or serious bf, because having that kind of drama where you live is never a good thing. Then, if all is clear, just approach her. Tell her you have seen her around, you think she is very pretty, and would she like to go for coffee/lunch/dinner (your choice) sometime. Trust me, women love a confident guy who is not afraid to approach her just because she is hot. Good luck!!

If you want to be straightforward, stop her when you see her and start to talk. Just walk up to her and make your oppertunity.
If, however, you'd like to be a bit more interesting, I recomend slipping notes under her door or something. If this all seems a little teenage-ish, I'm sorry, but this sort of stuff is brilliant. It's unfourtunate that some girls will either disregard these things or worry they're being stalked. So try to know what she'd do before you do it.

Just try to get in a quick moment to ask her out. Ask her if she wants to go to a movie, dinner, or just hang out. Give her your number and ask for hers. You can do that in a short moment. Hey, it could possibly lead to bigger and better things!!

Wait for her to come home alone one day, then go up to her and whisper 'sweets words' into her ear. (this works better if shes drunk)

If she slaps you then shes not worth it so move on, if she doesnt slap you then 'YOU DA MAN' and your onto a winner

Um.....walk up to her and tell her straight out. No matter if you have other people around or not. ........i am just saying being straight and speaking out the truth is the best way. it has worked for me!
